The present research aims to evaluate the condition of access to public health policies as a condition for guaranteeing Human Rights for Venezuelan Warao refugees in the context of the COVID-19 pandemic in the Metropolitan Region of Belém in the period from 2020 to 2021, in order to analyse the realization of such measures. To this end, the research has as its theoretical basis the critical theory of International Relations, in addition to a sociological interpretation of the phenomenon of subcitizenship and Human Rights concerning refugees, configuring the work the interdisciplinary character.
