However, this transition has challenged a different thinking about how organizations need to be configured, evaluated, and managed. There is a difficulty in measuring the gains and losses with the implementation of this system, since the PSS deals with tangible values, but also intangible elements. Understanding the PSS and the benefits of implementing it can make negotiation, for example, between a public institution and a private service provider, as profitable as possible. Despite the positive assumptions presented by researchers about the SPS and the success of companies with this implementation, some institutions have difficulties to obtain a satisfactory performance, evidencing uncertainties as to its viability. In this way, a comparative analysis between an PSS and a conventional system may offer elements that support this discussion and establish initial conclusions for further studies in the future. Therefore, the objective of this work is to perform a comparative analysis and study the viability of the Product-Service System in the case of the Universidade do Estado do Pará, which currently has implemented an PSS related to the rental of a fleet of vehicles, as well as the conventional system of fleet of the institution. For that, data collection and analysis, interviews, validations, field research, among others, were performed.
