This research focuses on international cooperation between the State University of Pará and Latin American higher education institutions from 2017 to 2022. The research is based on international cooperation theories in International Relations, which support development models that benefit countries in the Global South and local institutions, such as South-South Cooperation and decentralized cooperation.
