Inappropriate location choices can have negative impacts across different dimensions, such as high costs, environmental pollution, and social conflicts, reinforcing the need for well-defined criteria. Although the literature on facility location is relatively extensive, this study seeks to broaden discussions by highlighting the location criteria found in the literature to evaluate their applicability and relevance to different types of facilities: collection, transfer, processing, and final disposal. The research adopts a quantitative approach based on the TOPSIS method to analyze criteria such as distance limits, operational cost, and capacity, assessed by Brazilian experts and anchored in national context characteristics. The results indicate that criteria such as distance limits are key to minimizing costs and environmental impacts, while others, such as capacity, are more relevant to processing and final disposal facilities. In addition to contributing to the strategic planning of RSC, the findings provide support for public policies and future studies, promoting a balance between environmental sustainability, operational efficiency, and social well-being.
