The concepts used to develop the analysis refer to the area of Operations Research (O.R.), with emphasis on techniques of Multicriteria Analysis for Decision Support based on Linear Programming (L.P.). For the development of this work, the Data Envelopment Analysis (DEA) model was used, via the EMS software, which is able to evaluate the performance in meeting the SDG #11 from the selection of inputs and outputs collected in official databases that reflect the impacts of the actions of a city, i.e., a Decision Making Unit (DMU). Brazil is considered one of the countries that show small and slow progress based on the commitments made in Agenda 2030, so it is necessary to align public policies and legislation with the SDGs.
